CHAPTER ONE

INTRODUCTION

 

1.1   Background to the Study

Human resources basically are the people who work for an organization. It encompasses the entire staff from the chief executive to the least in the organization.

The human resources are known as the people resources. It is dynamic and unpredictable. It has the advantage of being able to think to generate ideas and to improve itself. This resource is important because it puts together other resources available, Harris (2002).

Human resources policy is the formulation of efficient guidelines regarding employees. It serves as a guide to future decisions on people who work for an organization. Policies may be in areas such as selecting, training, security, compensation and working conditions of staff. It could also be policies on employee’s service, industrial relations and other things for training staff.

It is the duty of all department heads to formulate policies regarding their staff. The policy makers of the organization must match the human resource need to the total organizational needs and determine the various ways of satisfying these needs.

Caution, care and diligence must be exercised in formulating policies because people are the most essential ingredient of any organization, be it an educational, government, religious, profit or non-profitable organization.

The main techniques used in projecting policies are human resources planning and management administration with the right number of employee at the right time. Management administration is just phase of management that lies down an directs all procedure by which resources, both human and other wise can be best used to attain the case study goals. It is the management function which effectively command human resources policies. The main purpose is to provide the organization with the needed personnel both individual and corporate goals. Khanka, (2003).

The process of formulating human resources policies call for a proper monitoring of strength and weakness of  human resources and deciding in  the network to plan and action to the already case study budget.

Therefore, human resources management has an important role to play in an organization. But before policies are formulated, objectives has to be in conformity with the corporate objectives of the organization.

Performance evaluation is used in determining the effect of formulated policies an employee’s performance, which entails appraising staff performance and result objectively against previously agreed standard and targets.

It is also used as guidelines given to employees by the management of what is expected of them in terms of original objective. The opportunities should include social, economics, and cultural setting of the environment inclusive is the appraisal of the performance manager to see them performed their roles as managers.

The evaluation approach guides management in understanding the staff strength and weakness. It also gives  room for salary review and promotion and it helps to know the type of recruitment needed.

1.2   Statement of the Problem

In spite of human resources policy and the establishment of human resources department in most organization, there are still a lot of lapses in recruitment, selection, staffing and human relations among staff.

What then are the causes of these lapses? How can they be corrected?

1.3   Objectives of the Study

         This study seeks to:

  1. Determine the effect of human resources management on employees performance.
  2. Determine the effect of wrong human resources policy on labour turnover.
  3. Ascertain the impact of human resources policy on employees safety and security.

 1.4   Research Hypothesis

The following statements has been formulated to test their validity.

  1. H1: Human resources policy affects employee’s          performance.

H0:  Human resources policy does not affect employee’s        performance

  1. H1: Human resources policy has effect on labour turnover.

H0:    Human resources policy has no effect on labour turnover.

  1. H1: Human resources policy has no effect on employee’s safety          and security.

H0:    Human resources has effect on employee’s safety and                 security.

1.5   Significance of the Study

This study will be specifically significant in the following ways:

  • It will help the organization to develop a performance plan that directs the employees’ efforts towards achieving specific objectives.
  • It is also expected to support organizational growth as well as the employee professional growth.
  • It will help to strengthen the employer and employee relationship.

 

  • Scope of the Study

The focus of this research work is Human resources policy and its effects on employee’s performance. It covers the entire staffs of Nigerian National Petroleum Corporation.

1.7    Limitations of the Study

During the study, the major constraints of this research are non availability of time required. Another constraint expected is the limited financial resources available and respondents attitude when try to retrieve the questionnaire.

1.8    Definition of key terms

 

Human:   This is connected with people rather than animals, machines of goods.

Human Resources: Human resource is defined as a strategic and coherent approach to the management of an organization most valued assets (the people working there who individually and collectively contribute to the achievement of its objectives).

Development:  Is the gradual growth of something so that it become more advanced, stronger.

Procedure:  A way of doing something especially the usual or correct way.

Policy: A plan of action agreed or chosen by a business.

Employee: A person who is paid to work for something.

Performance: The act of performing a task or an action.

Promotion: A move to a more important job or rank in a company or an organization.

Human Resources:   Human resource is defined as a strategic and coherent approach to the management of an organization most valued assets (the people working there who individually and collectively contribute to the achievement of it objectives.
