INTRODUCTION
1.1 Background of the Study
Industrialization is regarded as central object economic policy in most developing economics. Industrialization and agriculture is seen as an integral part of development and structural change. Some economic analysts are the view that industries play a vital role in the economic growth and development of any country. In this research work, effort is made to analyze the problems of industrialization in the local government sector to the economic development of Nigeria.
History recorded that the strife for industrialization in Nigeria is as old as the nation itself. It dates back to the amalgamation of the southern parts of the country in 1914 for the geographical land mass called Nigeria. As soon as independence was over, the government of Nigeria embarked on import substation as an industrial strategy in order to reverse the problem f deficit balance of trade and faster industrialization among other reasons.
Right from the first national development plan (1981-1985) rapid industrialization received priority in Nigeria’s development objectives. The government sector for instance, the allocation of 16.2 perfect of the budget plan to the manufacturing sector during the third national development plan (1975-1980) was the highest.
The industrial policies and strategies of development were adoption of import substitution. Strategy, expansion of indigenous equity participation in foreign owned enterprises, provision of integration, linkages and diversification of industrial product and provision of financial and manpower resources to promote research and adoption of technology to encourage the small and medium scale industries and public sector participation and control of some large industrial products such as iron (Adenikinju, 2005).
To withstand the rising problems of the sector and economy general, Nigeria embarked on structural adjustment program (SAP) in 1986 on the assumption that structural adjustment program (SAP) would corrects theses problems.
1.2 STATEMENT OF THE PROBLEM
Nigeria’s experience with industrialization since independence is a classic case of misfortune.
A telling indicator is the fact that manufacturing value-added as a percentage of GDP was about five percent in 2000(less than the proportion at independence in 1960) and not more than 30 least industrialized countries in the world.
Significantly, a lot of factor explains the failure of the industrialization to occur. These industries are to a great extent skilled oriented. Consequently, inability to obtain skilled labour and most daunting also is the diverse internal contradictions that include: Corruption, porous borders, government inefficiency, instable power supply, dumping of foreign gods, etc. The implication of this circumstance is obvious and these leads to rural-urban migration thereby leaving the local or rural areas unindustrialized.
It is in the light of the above that this research work is undertaken to examine the problems of industrialization in local governments using Essien Udim Local Government as the case study.
1.3 OBJECTIVES OF THE STUDY
The objectives of this study are as follows:
- To assess the problems of industrialization in local government in Nigeria.
- To identity the determinants of industrialization.
- To examine the benefits of industrialization.
- To evolve solution to the problems of industrialization in local governments.

1.5 SCOPE OF THE STUDY
This study focuses on the problems of industrialization f local governments in Nigeria using Essien Udim Local Government Area as case study.
1.6 SIGNIFIACANCE OF THE STUDY
- The significance of this study lies in the fact that it will expose the extent to which industrialization has contributed to economic development of Nigeria and why it is necessary to industrialized the local government\s. it will highlight some obstacles hindering increase in industrialization and industrial output in Nigeria.
- This work will be relevant to entrepreneurs and government by directing them on the easiest means of embarking n industrial development plan.
- Furthermore, this research work will assist students of economics, government and real potential industrialist, inventors and other related cursed. Other researchers will see this work veritable material in their field of study.
1.7 LIMITATIONS OF THE STUDY
In the process of undertaking this study, the researcher was faced with some challenges that posed limitations to the study. Some of them include:
- Time Constraint: The period of time allotted for the research work was brief and coincided with lecture periods thereby dividing the research work.
- Financial Constraints: The nature of the economy has left individuals with little or no money so this affected the extent of the research work.
- Research Materials: The school library had no stock of previous research to a large extent so the researcher made use of the materials available.
1.8 ORGANISATION OF THE STUDY
For the purpose of achieving the objectives of this study the work is divided into five chapters.
Chapter one introduces the research work giving the background of the study, statement of the problem, objectives of the study, research question, scope of the study, significance of the study, limitations of the study, organization of the study and definition of terms.
Chapter Two reviews related literatures.
Chapter three explains the research methodology by presenting the research design, population of the study, sample and technique, instrumentation, method/plan for analysis, and problems of data collection.
Chapter four is on data presentation, analysis, interpretation and the discussion of findings.
Chapter five presents the summary of findings, conclusion and recommendation for the study.
1.9 DEFINITION OF TERMS.
Industrialization: This occurs when industries are introduced on a larger scale to a region.
Local Government: An administrative body for a small geographic area with representatives elected by those living there.
Problem: A perceived gab between the existing state and the desired state of something that requires attention.
Corruption: Wrong doing on the part of an authority through illegal or unethical means.
Infrastructure: This include things that make economic activities possible such as telecommunications, transportation, utilities, health care, education, research and development, waste removal and processing facilities.
