CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND TO THE STUDY
Not until recently a manager in organization began to realize the importance of human element in the achievement of set goals and objectives. Rather, too much emphasis and attention where focused on the material resources both agriculture and mineral endowments While less attention are paid on the work force (human resources workers). However, there is swift in attention from resources to human resources among few managers. Although of all resources available to an organization people remain the” most important, most valuable yet most the least understand and most difficult to predict.
The subject “personal management and’ business productivity” is primarily concerned with the study of human resources available to an organization is has to get the right people at the right time and at an economic price to carry out some function expected to them.
Personnel management It can be defined as “the recognition of an organization work places a vital human resource contributing to the goals of the organization and the utilization of several activities and function to ensure that they are used effectively and fairly for the benefit of the individual organization and society.
1.2 STATEMENT OF THE PROBLEMS
The problems and prospect of personnel management as one may understand it have been existence for quite a long time. It has simply been cause by some factors such as lack of adequate motivation, lack of performance appraisal, able of manpower program, training and development. This project there for, will serve as a reminder to the problems of personnel in the private sector which is still till this moment eating deep into the fabric of our organization. Its against this background that the researcher intend to study the impact of personnel management on organizational productivity.
1.3 RELEVANT RESEARCH QUESTIONS

- AIMS AND OBJECTIVE OF THE STUDY
The main objective of this study is to examine the impact of personnel management on organizational productivity others specific objective are as follow:
- To examine the impact of personnel management on productivity of international tobacco company Ibadan
- To examine the extent to which personnel management enhance organizational productivity
- To examine the need for personnel management in an organization
- To examine role of personnel management on organizational productivity.
1.5 SIGNIFICANCE OF THE STUDY
The role of personnel management and productivity cannot be over emphasized in an organization. The personnel management and productivity play significant-roles which will be discuss. One of the significant of the study is that it will help companies, both private sector and public sector to look for more. Information on how effective personnel management can be useful in an organization. Also, it will help future researchers on how personnel management work effectively and efficiency and all other agencies and ministries.
1.6 SCOPE OF THE STUDY
This research attempt to study the management of H.R.M in an organization either (profit or nonprofit oriented organization) as a means of improving employee performance in an unstable economic terrain with the limits imposed by regulatory framework. It will focus on the important and the impact of human resources management on employee productivity and in the attainment of organization objective.
1.7 DEFINITION OF TERM
PERSONNEL: is the department in a large company or organization that deals with employees keep their records, and helps with any problem they might have.
MANAGEMENT: management can be defined as the process of administering and controlling the affairs of the organization irrespective of it nature.
PRODUCTIVITY: productivity is the efficient use of resource, labour, capital, land, materials energy information in the production of various goods and services
ORGANISATION: an organization is an entity comprising multiple people, such an institution or an association, that has a particular purpose.
1.8 HISTORICAL BACKGROUND OF INTERNATIONAL TOBACCO COMPANY IBADAN
Nigeria Tobacco Company was a cigarette manufacturing, distribution and marketing company that was owned by the Nigeria government and British American Tobacco. The company operated factories Ibadan, Zaria, and port Harcourt. The company’s key products were Benson and Hedges.
The firm was founded in 1951 as a partnership between British American Tobacco (BAT) and the Nigerian government to acquire the assets of British American Tobacco in Nigeria. BAT had been trading in Nigeria since 1911 until the operations became the Nigerian Tobacco Company (NTC). In 1966, the firm employed 2,700 Nigerians and dominated the cigarette market with a market 90% share.
Distribution and sale of cigarettes in Nigeria began in the 18903 and in 1911; cigarette consumption was dominated by products manufactured by British American Tobacco Company. To liaise with distributors and monitor product sales and promotion by trading firms who were the importers and distributors of the products, BAT sent a trade representative to Nigeria. A few years later, it established its own depots and began importing products into the country for onward delivery to expatriate firms for local distribution. In the early 1933, BAT began its own investigations into developing a local industry that will be supplied by quality tobacco leaves, this occurred after an earlier collaboration with the department of Agriculture on experimental cultivation of some varieties. In 1933, the firm established a pilot factory in Osogbo using imported tobacco leaf’s as raw material. To develop a local supply source, the firm distributed seedlings to farmers in nearby settlements within Oyo province. Many farmers embraced tobacco farming and chose tobacco as their main crop instead of crop rotation. To ensure supply of its raw materials, NTC invested in the training of tobacco farmers and invested in research and development of new methods to cultivate tobacco. When demand grew, production from the pilot factory was insufficient to meet demand and British American Tobacco established a larger factory in Ibadan in 1937, production at the factory was expanded after World War II. In 1956, the firm opened a new factory in the Eastern region of the country at Port Harcourt and three years later it opened another one in Zaria, Northern Region. Production of cigarettes by NTC, was estimated to be 700 million per month in 1970.Beginning in 1962, the firm shifted it distribution strategy from dealing with multinationals and moved towards building relationships with independent Nigerian retailers.
Tobacco cultivation
NTC was involved in the cultivation of tobacco particularly in the grasslands of Northern Oyo Province working directly with farmers organized into agricultural cooperatives with the support of NTC.
Experiments with various varieties of Virginia tobacco begun much earlier than 1933 but British American Tobacco pilot’s project at an old cotton ginnery in Osogbo set the stage for the growth of commercial tobacco farming. In the early 1930s, BAT distributed free seeds of the Virginia variety and in 1934 about 83 acres of land were cultivated gradually rising to an average of 935 acres between 1944 and 1946 and 11,200 between 1960 and 1962. The firm facilitated the use of fertilizers and mechanized inputs through credit extension to tobacco farmers. NTC’s relationship with farmers grew into the 1950s and it began to advancing loans to farmers to enable them grow flue-cure tobacco and build curing barns at the onset of cultivation. Contracts were signed with farmers that ensured NTC bought produce from the farmers.
Ownership
NTC was formed in 1951 to acquire the trading assets of British American Tobacco company’s operation in Nigeria. In 1960, ownership was opened Nigerians when shares of the firm were among the foundation firm.
