CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
Employee productivity is a measurement or calculation between the input and outputs. The inputs include raw materials, machinery and labour. While outputs include the goods and service produced. If the input and output are equivalent, then the employee is considered to be productive. That is, if the amount of input is equals to the amount of output, the employee is seen as been productive and if the output of the employee increased with the same level of input when it was equivalent, then the level of productivity of the employee has increased. But in a situation where the amount of output is below the amount of input, the level of productivity of the employee is low.
Every organization want to increase its output or ensure it input is equivalent to it output, hence, organization have place more emphasis on employee productivity. High level of employee productivity provide an organization with various advantages, for instance, higher level of employee productivity leads to favourable economic growth, large profitability and better social progress (Sharrna and Sharma, 2014). Moreover, higher productivity tends to maximize organisatonal competitive advantage through cost reductions and improvement in high quality of output (Baily et al; 2005; Hill et al; 2014; Wright 2004). All of this benefit made employee productivity worthy of attention.
Every organization either public organization, private organization, nongovernmental organization must have employees to carry out its day to day activities. Hence, the organization success depends on the level of productivity of the employee. No organization can survive without an employee, even organization that operate online needs employee to operate it data, upload and update it online data. Employee productivity is the driving force behind an organization growth and productivity. Employee productivity is so essential to an organization, to the extent that it is capable of determining the level of profit and loss of that company. Employee productivity directly affects a company’s profit. When employees are productive they accomplish more in a given timeframe, in turn, employee efficiency saves their organization money, time and labour. When employee’s level of productivity is low, it takes longer time for the employee to complete the task that is given to them which will cost the organization more resources due to their low level of productivity.
Employee is very essential in public sector because they help the government of the day to formulate and implement policies that will have positive impact on the life of the citizens. Employee in public sector could find themselves in health sector, educational sector, agriculture sector, mining sector, banking sector among others. The level of employee productivity in this sector will determine the level of achievement and success of that sector.
1.2 Problem Statement
The employee in public sectors which are referred to as the civil servant are look upon to help implement government policies; provide certain fundamental services for smooth governance of the country. The civil servants that are looked upon to implement the entire governmental programme have been variously attacked by renowned bureaucrats, seasoned administrator and academicians for its level productivity or inactivity. A civil servant is expected to impartially implement policies and laws of government to ensure transparency and integrity in taking decisions that affect the everyday lives of citizens in areas of education, housing, health, transportation and so on (Subomi 2017).
Unfortunately, despite what is expected of the civil servant, the level of civil servant productivity has generated a lot of heat from both past and successive administrations. Hence, the quest to enhance the efficiency and effectiveness of the civil servant has always occupied the attention of successive governments. Arguably, the civil service has some of the brightest brains that can accelerate change – positive or negative in Nigeria but the economic misery in Nigeria today makes it almost impossible to discern any significant charge in the verve of civil servants. They seemly live each day as it comes without any predictable future for either themselves or their children. In our clime, the obedient and foresight civil servant does not have capacity to pay his or her own bills, let alone those of his children who attend public educational institutions. House rent, school fees, transport fares and even the unavailable cost of feeding for survival have eroded hard earned income that have remained stagnant despite pleas, instructions and threats of industrial actions. (Subomi 2018).
Chizoba (2017) said the intervention of the government in the day to day administration of the public sector does not give the civil servants the necessary freedom to carry out government policies effectively; this is especially because successive governments change head of departments as well as policies and programmes at will. Some civil servants collect salaries every month but do not
have chain and tables to work while some only appear in the office at the end of the month to show their faces. Some go on maternity leave for two years with pay and some are on study leave abroad for more than ten years and still collects salaries. Not that we don’t have qualified, creative or initiative civil servants, it is either they leave the public service because of remuneration, working condition and unfavorable government policies. This can also be a stumbling block for qualified, creative and innovative people to work in public sector.
Hence, low employee productivity has been a major setback to the development of Nigeria and also affect the Internally Generated Revenue and quality of service delivery to the people because the public sector employee are have not improve on their level of productivity, this is so due to the low remuneration, unstable government which will lead to change in government policy and unfavourable working conditions.
1.3 Research Objectives
The main objective of this study is to assess the employee productivity in public sector.
Specific objectives
The specific objectives of this study are to:
- Examine the extent to which training affects employee productivity
- Assess the effects of work environment on employee productivity
- Examine the extent to which Remuneration affects employee productivity
- Examine possible ways to enhance employee productivity
1.4 Research Question
- To what extent does training affects employee productivity
- How does remuneration affects employee productivity
- Does work environment affects employee productivity
- What are the possible ways to enhance employee productivity
1.5 Significance of the Study
This research work will help Ministry of information and Culture employees increase the level of productivity in term of producing world class graduate, increase the university revenue, creativity and also make the university a template for development. Additionally, this research work will be beneficial to the public sector, the employee and the citizens, it will help enhance the level of productivity of the public sector and at large it will help increase the revenue of Nigeria, develop the Nigeria economy, help Nigeria build world class infrastructure such as good schools, hospitals, roads among others.
This research will serve as platform and a foundation for scholars and future researchers to build upon towards achieving academic goals and if the recommendation of this research is adopted, it will ensure effective and efficient service delivery to the people.
1.6 Scope of the Study
The study examines the effect of motivation on productivity in the public sector – case study of Ministry of Information and Culture.
