CHAPTER ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY-

The imbibing of the Information and Communication Technologies (ICTs) in developing countries like Nigeria has began to change the socio economic and political structure of the nation. These ICT facilities such as the computer, internet, GSM, e commerce and e government has eased the economic structure, retrieval and dissemination of information to member of the society, and making them to be aware of the activities of the government. The advent of the Global System for Mobile Telecommunication (GSM), in August 2001 marking a geometric shift in Nigeria telecommunication industry. It was the year Nigeria was liberated from the Dark Age of communication from a little over14 million lines, with about 13 million being GSM mobile phone.

The research study is set to introduce an e passport. To join other technologically developed countries in the year 2006 in providing the electronic passport to her citizens. This will be done via the Biometric Machine Readable Travel Document (BMRTD) which is known as the e passport. This BMRTD is meant to replace the manual systems of issuing international passport to Nigerian citizens, where all relevant information of Nigeria citizens are recorded manually in the Nigeria Immigration Services (NIS).It was learnt that people whom are not Nigerians via the manual system acquire Nigeria international passport due to inadequate information and poor record management for mischievous acts. It was recorded by Alli (2003) quoting the then Comptroller General of the Nigeria Immigration Service, Uzomaka Nwizu that there was an interception of an international passport syndicate in Lagos and the confiscation of over 100 passport. With this epassport electronic System (BMRTD), it creates no room for that. The BMRTD will keep record of all Nigerians and Non Nigeria whom have nationalized thereby making it impossible for international passport syndicate, non Nigerians whom are not nationalized to obtain the international passport, since record via the National Identity Card will be store in the BMRTD as well.

 

1.2 STATEMENT OF THE ANALYSIS
Our research is aim at seeing ways to overcome the following problem in Nigeria Immigration Service

  1. Unavailability of the Standard Machine Readable Passports (MRP) in some Nigeria embassy in the world. One of the procedures for acquisition of a Nigerian Passport is “capturing the applicant into the photographic and data collection computerized machine,” which simply means the applicant must be physically present.
  2. Corruption- There are some corrupt practices in the Nigeria Immigration service due to the physical handling of finance for passport transaction
  3. Time- Getting a passport in Nigeria Immigration service is a real challenge and its not a good story to tell. It linger through week getting a new passport or even renewing one.
  4. Convenience-immigration office across the nation and abroad may not always be assessable.

 

1.3 OBJECTIVE OF THE STUDY

To join other technologically developed countries in the world, it became necessary to introduce cashless regime in all government’s transactions with the aim of hastening and quickening payments to the beneficiaries

 

1.4 SIGNIFICANCE OF THE STUDY

The research study is aim at lunching a new system in the delivery of immigration operations in the country by its automated online passport and visa issuance system. In specific terms, the research will enable international passports, visas to be procured online, facilitate the delivery of international passports and other travel documents to customers at their designated addresses and enable all payments for services provided by the Nigeria Immigration to be performed online.

1.5  SCOPE OF STUDY

The research will center on the design of a web-base passport in Nigeria Immigration Service. It will include the following

  1. Online Payment Service
  2. Identifying a Fake Passport
  3. Travel Document

LIMITATIONS OF THE STUDY.

Usually, every work has some limitations and this study is not exempted. The two major limitations of this study are the time limits within which the study is expected to be completed as well as financial constraints. The time constraint prevents the researcher to have an in depth study and analysis on the object matter. While the issue of financial constraint limits the frequency of investigation to the immigration office toward gathering the necessary information relevant for the study.

DEFINATION OF TERMS

Immigration is the introduction of new people into a habitat or population. It is a biological concept and is important in population ecology, differentiated from emigration and migration.

Passport – A passport is a document or a proof which is essential for traveling overseas issued by all national governments for traveling and identification purposes. It is basically an identification of any person which permits his or her entrance to pass through foreign countries.

HTML CODE- HTML stands for Hyper Text Markup Language. It is a type of computer language that is primarily used for files that are posted on the internet and viewed by web browsers. HTML files can also be sent via email.

 

Markup language – A markup language is a combination of words and symbols which give instructions on how a document should appear. For example, a tag may indicate that words are written in italics or bold type.

 

Web browser – A Web browser is a software program that interprets the coding language of the World Wide Web in graphic form, displaying the translation rather than the coding. This allows anyone to “browse the Web” by simple point and click navigation, bypassing the need to know commands used in software languages.

 

File extension – A file extension is the suffix at the end of a filename that tells a computer, and the computer user, which program is needed to open the file. Also called a filename extension, this suffix preceded by at least one period, is generally one to five characters long but the norm is usually three characters in length.

 

Email – Email, also sometimes written as e-mail, is simply the shortened form of electronic mail, a protocol for receiving, sending, and storing electronic messages. Email has gained popularity with the spread of the Internet. In many cases, email has become the preferred method of communication.

 

TCP/IP – This often used but little understood set of operations stands for Transmission Control Protocol/Internet Protocol. TCP/IP is the combination of the two and describes the set of protocols that allows hosts to connect to the Internet. In actuality, TCP/IP is a combination of more than those two protocols, but the TCP and IP parts of TCP/IP are the main ones and the only ones to become part of the acronym that describes the operations involved

 

TEXT FILE – A text file is a computer file that stores a typed document as a series of alphanumeric characters, usually without visual formatting information. The content may be a personal note or list, a journal or newspaper article, a book, or any other text that can be rendered accurately in typewritten form.

 

Hyper Link –   A hyperlink is a graphic or a piece of text in an Internet document that can connect readers to another webpage, or another portion of a document. Web users will usually find at least one hyperlink on every webpage. The simplest form of these is called embedded text or an embedded link.
