CHAPTER ONE

INTRODUCTION

This teachers posting (transfer) system strategy ensures fairness and transparency in transferring of staff from one location to another without being biased by human factors. Ministry of Education and Local education authorities oversee education in the country.

They take responsibility for implementing policies for state Federal controlled public educations. It is divided into kindergarten, primary, secondary and tertiary education. The Universal Basic Education (UBE) came as a replacement of the Universal primary education and innovation to enhance the success of the first nine years of schooling. The UBE involves 6 years of primary school education. Primary Education is the core of development and progress n modern society. However, the quality/caliber of teachers who are to ensure the realization of the aspiration in that, with qualified or exposed teachers from different locations, our children will be able to acquire different knowledge from different source. We thereby hold our children, sisters, brothers and mothers a lot. This system at implementation will ensure that all the primary schools in Abia State have enough teachers to carter for the need of the pupils, issues concerning reposting will be eliminated, for this will only be done when the number of years have being completed by the staff.

1.1     BACKGROUND OF THE STUDY

         The affairs and activities of all public primary schools in Abia State are controlled by an agency of the state government-Abia State Government Agency called Abia State Universal Basic Education Board (ASUBEB). This board is located at Adelebu Street (Housing Estate) Umuahia, Abia State. Government of Abia State under the past administration of Governor T.A. Orji, took a radical steps to restore the glory of education. He renovated the dilapidated buildings in both primary and secondary schools and this cardinal policy was sustained throughout his administration. He constructed over 154classroom blocks in both primary and secondary schools across the 17 Local Government Areas in collaboration with the Universal Basic Commission (UBC). It was not surprising that 2012, the Abia State Universal Education Board was recognized as the best managed Basic Education Board in the South East. Abia State can boost of teachers both in primary and pre-primary classes. There are 864 primary schools in the state spread across the 17 local government areas of the state. Posting of staffs to these schools is manually done by the personnel in the commission which is always based by human factor-Godfatherism. This research seeks to remedy

the challenges for effective and smooth operation.

 

1.2     STATEMENT OF THE PROBLEM

It is observed that most primary schools in the rural area lack teachers; this is not because teachers are not posted to those rural schools, but they refused to report for duty either for self interest or reasons best known to them. Some go as far as changing their posting to where they like thereby allowing the pupils in these rural schools to suffer and continue to lag behind in human capacity development because of fewer numbers of teachers mostly from the same community. This is affecting the government, parents, and the future of the innocent children. This is one of the reasons why private schools span everywhere in the country. This system will help combat this menace and the future aspiration for the people will be restored.

 

1.3     SIGNIFICANCE OF THE STUDY

         This system at implementation would be of the following benefits or importance.

_       It will reduce rural-urban migration because when the standard of education in the rural area is functioning well as well as a result of availability of material needed for the pupils, people will migrate from urban to rural to receive  quality education and thereby increases the economic growth of the country.

_       Pupils in rural primary school will be exposed to different teachers and thereby having or acquiring different knowledge as they meet with several teachers which will build up their standard in livelihood, thereby educating their parents more as the world changes everyday (new technology) and increase rural-urban migration (equilibrium).

_       It will reduced the errors faced when manipulating posting manually because some people do face problem of delay as a result of omission of names, posting will be done accurately in general.

_       A teacher will not concentrate at a particular location for decades as witnessed in the conventional method of posting thereby making children from the area have a particular knowledge of something for years.

_       At this implementation, posting will not be influenced by human factor again.

 

1.4     OBJECTIVES OF THE STUDY

This research work is aimed at developing a computerized system that would help in posting teachers at another location when stipulated number of years must have been completed without being biased/influenced by human factor.

_       The system would provide the necessary information that is required by newly employed staff.

_       To develop a system that would eliminate God-fatherism in the civil service (corruption).

 

1.5     SCOPE OF THE STUDY

Each level of education has its own staff; there are teachers in nursery, primary, secondary and tertiary institutions. This research work only focuses on the primary school teachers posting in Abia State, Nigeria. It covers the primary schools in the state.

 

1.6     LIMITATIONS OF THE STUDY

Every good researcher faced some challenges as the research progresses. This work was not exempted. The following challenges were faced while carrying out this research work.

  1. Time Frame: the time frame was not long enough for all areas to be covered in the research.
  2. Lack of Finance: there is a delay in getting the material as a result of lack of finance and visiting the case study.
  3. Present of outdated material.

 

 

1.7     DEFINITION OF TERMS

         For easier understanding of unfamiliar words used in the research work, their meanings are as follows;

  1. Computerized: to convert to a system controlled by a computer.
  2. Database: a set of related tables and other database object such as data

dictionary that are organized as a group. A collection of data organized to service many applications at the same time.

  1. Equilibrium: To be same at both rural and urban schools.
  2. Posting: process of sending someone to a place to make up a job or duty.
  3. Staff: those employed mostly by government to work for them in primary

schools etc.

  1. System: this is an organized scheme or method. It shows orderliness.
  2. Transfer: to move from one place to another
