CHAPTER ONE

INTRODUCTION

1.0       Background of the Study

The study is based on cases of missing people filed at the table of police officers by the reporter; which may be parents, siblings, cousin relative and whoever reports a case of a missing individual. The case of missing people in Nigeria is a tough one. In a bid to search for missing persons in Nigeria, several steps have been taken to actualize this goal, but unfortunately, there is little or no progress because they did not have or they probably lack certain ideas to carry them through.

 

Technological developments penetrate through the century and enable man to do many things without much problem. The introduction of computer in the case of missing persons in Nigeria will not only help the police find the victim on time but will also sensitize the public about any case of a missing individual.

 

Information is very important in every society, every state and in every country even the world at large. When the public becomes aware of a missing person’s case, it puts them in a state of alert as they would be eager to report any suspicious movement like a vehicle apprehending an individual and moving in a particular direction and they will even provide more information about the vehicle like the vehicles’ plate number, body color and even the vehicle’s brand and model which will be useful to track down the vehicle.

 

Reported cases of missing persons in Nigeria is oblivious to the public and this kind of case is seen as an obsolete one by some individual due to misinformation, hence creating an era of deformity and negligence in the minds of the public when it comes to cases like missing persons.

 

1.1       Statement of Problem

There has been concern about the alarming number of cases of missing people that end up not being identified. This study undertook to investigate the current process of searching for the missing people, to identify its weaknesses and device a more efficient method of ensuring more recovery of missing people within the shortest time possible. More recently, the abductions of children and adults have reawakened public concern about missing people. Compass Partnership (2000) concluded that in most parts of the world, the police and nongovernmental organizations dealing with missing people have recently reviewed their policies and are planning to improve coordination of their work.

 

According to Nina and Fiona (2003), people end up missing in different scenarios. The circumstances that may lead adults or children to become missing people are often complex and multilayered. The missing phenomenon is best understood as a continuum in which a break in contact may be either intentional or unintentional. Some people make a conscious decision to leave, albeit often not in circumstances of their own choosing, while others may drift apart from family members over time. Some may never have intended to be missing, and indeed may not conceptualize their experience in these terms, while others may be forced apart through the actions of others. Some of the causes entailed herein are natural disasters, psychological complications, abduction and domestic conflicts. Authorities and researchers may be overlooking common details that seem to tell a bizarre story about missing persons. When the facts are reviewed over longer periods of time – the results are rather unsettling. David (2014) presents a running mystery with obvious overlapping clues. The idea is made in a rapid-fire unfolding of details in case-after-case that perhaps authorities are overlooking the common threads tying it all together.

 

Most missing person cases get a lot of media attention quickly as usually hundreds of volunteers and trained searchers from multiple agencies make the attempt at locating the individual. But after a predictable number of days, based sometimes on their location and age, searchers abandon the case and assume the victim cannot have survived and is dead. However, some missing people do not wish to be found. These can be people who have committed a crime or someone who owes a lot of money to someone and either cannot pay it back or do not want to pay it back. Men and women who are in an abusive relationship escape the marriage and go into hiding. These people can be helped by the Police and the Police will give a report to their family members to say that they are safe and well but do not wish to be located.

 

The researcher’s assumption of this study is based on cases of missing people in Nigeria and still many citizens are not aware of it. For instance in the recent past – in Kano State, cases of missing children became pronounced in certain areas of the metropolis. These include communities such as Wurobagga, Walalanbe, Haye, Tinshama and Hotoro North, where over 40 children of less than three years of age were reported to have gone missing. As the incidents increased, parents formed an informal association to put an end to the trend, claiming authorities have failed to lend a listening ear to their plight. A spokesperson of the group, Malam Isa Hassan Alasan said his daughter Hauwa’u, who was just 21 months old, got missing on July 1 2016 at Walalanbe in Hotoro North. He revealed that from reports he got from older children, his daughter, addressed in the family as Hidaya, was taken away by some strangers who cajoled her with a mobile phone. The challenges facing the cases of missing people in Nigeria are overwhelming. They include;

  1. Inadequate information to the public about the missing person in question.
  2. Poor communication system between the public and the police officers.
  3. Insufficient available information about the missing person.
  4. Cases not reported in time to the police officers.

 

1.2       Scope of the Study

This research project is restricted to the design and implementation of a website for missing people using Nigeria as the case study. Despite the fact that Nigeria is a developing country this type of platform should be in existence and should be functional.

 

1.3       Aim and Objectives

The aim of this study is to create awareness to the public about a missing person and also provide detailed information about the person’s disappearance. The objectives of the study are as follows;

  1. Sensitization: The public needs to know about cases of missing persons in the country. The police on the other hand cannot be everywhere to monitor movements, track down reported vehicle and locate missing persons. This is one reason for the implementation of this platform in Nigeria as a country.
  2. Timely locating: Missing persons can be located on time because the public is sensitized and when victims are found anywhere in Nigeria, such missing person is reported for identification and to meet his/her family or relatives.
  3. Alertness: This platform will make both the public and the police officers be at alert as there can be any report of a victim found or information on how to find a victim.
  4. Easy report: Using this platform, cases of missing individual can be reported and be attended to with immediate effects.

 

1.4       Limitation of the Study

As much as it would have been more prudent to collect information from reporter by the police for upload, it may not be possible for this research because of a number of constraints.

  1. Inability of the reporter to report a case to the police
  2. Insufficient information provided by the reporter.
  3. Untimely reporting of missing person by the reporter.

 

1.5       Justification of the Study

This research project will be unnecessary if it does not have significance to Nigeria. Currently, this platform does not exist in this country because nobody has ever thought of it. The newly designed system will be useful because it will mainly help the police officers maintain a limitless communication with the public about missing persons. The benefits of this proposed system are:

  1. Ensure information collection and analysis from the reporter.
  2. Build corporation between police officers the reporter.
  3. The public can conveniently access information from the website anytime and anywhere.
  4. Prevent fake information from the reporter.

 

1.6       Definition of Terms

  1. Information: Things that are or can be known about a given topic. It is also a communicable knowledge about something.
  2. Reporter: A reporter is someone that reports.
  3. Victim: A person who has suffered from disaster or an adverse circumstance. A victim is also a person that is harmed by another person.
  4. Metropolis: A large, busy city, especially a main city in an area or country or as distinguished from surrounding rural areas.
  5. Technology: Technology is the organization of knowledge for practical purposes.
