CHAPTER ONE

  • INTRODUCTION

Property management is the process of managing property that is available for lease by maintaining and handling all the day-to-day activities that are centered around the piece of real estate. Property management typically involves the managing of property that is owned by another party or entity. The property manager acts on behalf of the owner to preserve the value of the property while generating income. Property managers are typically paid a fee and/or a percentage of the rent brought in for the property while under management. Property management may involve seeking out tenants to occupy the space, collecting monthly rental payment to maintain the property. If you have just purchased an investment property, you’ll want to be sure that it is properly managed. A property manager handles the array of responsibilities that come along with this field, preventing vacancies in rental properties and ensuring that investors receive the maximum financial return. Many real estate agencies have property management departments that can provide an array of services to help the rental process run more smoothly. Yet you’ll want to be sure that you choose an agent who has the right qualifications and experience to perform these tasks adequately. Property management system are computerized systems that facilitate the management of properties, personal property, equipment, including maintenance, legalities and personnel all through a single piece of software. They replaced old-fashioned, paper-based methods that tended to be both cumbersome and inefficient. Property Management involves the processes, systems and manpower required to manage the life cycle of all acquired property as defined above, including Acquisition, Control, Accountability, Maintenance, Utilization, and disposition.

 

  • BACKGROUND OF STUDY

Imo state with its high population and few urban cities are faced with challenges of accommodation for her citizens and visitors. Property management in Owerri municipal is the sole responsibility of the ministry of lands and urban development. This responsibility is carried out by naming streets, plots numbering ; such that card records are kept depicting the street, plot number, owner of plot, data on plot number, government properties, open spaces, roads built and unbuilt, markets, hospitals, residential areas etc. This ministry manages the allocation of spaces in such a way that marked areas are not abused by members of the society. Sales of properties are also controlled as information verification on properties is carried out at the ministry. When a property is sold, the transfer of ownership is registered and the new card replaces the old. Information concerning the status of open lands, government properties etc are verified by ministry using cards for all plots.

 

1.2   STATEMENT OF PROBLEM

The manual system face challenges such as:

  • Keeping records on all properties and lands in Owerri on cards result in stacks of cards and cabinets filled with files
  • Searching through these files is no mean job
  • There is possibility of altering information since files are exposed to unauthorized members
  • Information may be destroyed by fire, water or rodents
  • Misplacement of card or theft is also possible

 

1.3 OBJECTIVE OF THE STUDY

The objective of this work is stated below:

  • To develop and design an e-property management system that will automate all processes of property management with the aim of making information concerning properties available on demand
  • To keep an updatable information management system
  • To prevent illegal property sales and other fraudulent property activities
  • ease the cumbersome manual process of record keeping
  • To eliminate the incidents of information loss or alteration by unauthorized persons

 

1.4 SCOPE OF THE STUDY

This work will automate the manual processes of land registration, transfer of ownership, information verification and build a database of property and owner information.

 

1.5 SIGNIFICANCE OF THE STUDY

This work will contribute to Information and Communication Technology (ICT) by eliminating technophobic in staff of ministry of lands and urban development as the automation of their work process will include a training package for all staff.

The use of information technology to resolve conflicts and reduce litigation is a contribution to peaceful coexistence of human. This work will achieve this by ensuring the availability of information and fraud reduction.

 

1.6 LIMITATION OF THE STUDY

In the course of carrying out this work, i was faced with the following challenges:

  • Unwillingness of staff to grant interviews,
  • Confidentiality of documents:- At the beginning of this work, i wasn’t allowed to have access to all documents due to lack of trusts.
  • Financial constraint:- in the process of this work, a lot of money was used in transportation, internet e.t.c
  • Digitalization of manual documents:- transferring information of property owners to the system from the already filed cards is time consuming and the staff of the ministry might find it difficult to transfer files to the system

 

1.7 DEFINITION OF TECHNICAL TERMS

Litigation: Ultimate legal method for settling controversies or disputes between and among persons, organizations, and the State.

Technophobic: fear or dislike of advanced technology or complex devices and especially computers

Akin: essentially similar, related, or compatible Cumbersome: hard to handle or manage because of size or weight, complicated and hard to do, long and difficult to read, long and difficult to read, say,

Digitalization: the administration of digitalis until the desired physiological adjustment is attained

Confidentiality: containing information whose unauthorized disclosure could be prejudicial to the national interest

Automate: to run or operate (something, such as a factory or system) by using machines, computers, etc., instead of people to do the work

Depicting: to show (someone or something) in a picture, painting, photograph

Cryptic: difficult to understand; having or seeming to have a hidden meaning

Redundancy: the part of a message that can be eliminated without loss of essential information

Hierarchical: of, relating to, or arranged in a hierarchy
