INTRODUCTION

Background to the Study

Preschools provide early education for kids before they have to start attending primary school. These places go by a variety of names, including nursery school, pre-primary school, and even “play school.” It might be publicly or privately run, with public money subsidizing one or the other. As the top administrator, the head teacher is in charge of setting school policy, allocating funds for supplies and repairs to the school’s physical plant, managing the pupil enrollment and placement process, and delivering progress reports to parents.

As the school’s chief executive officer, the head teacher is responsible for convening meetings, serving as a resource at those meetings, weighing recommendations, and reporting back on subsequent actions (or delegating those responsibilities to the vice head teacher), and working with parents and the community to create a safe learning environment for pupils.

Educational leaders play important role with the intension to make teaching and learning more effective and to give quality education to pupils. Most educational experts consider administrators as the driving force and main source of the organizational development and academic growth of pupils (Yukl, 2011).

A leadership style is a leader’s style of providing direction, implementing plans, and motivating people. There are many different leadership styles that can be exhibited by leaders in the educational, political, business or other fields. Leadership, more specifically effective leadership, is every bit as crucial in Nigeria organizations as it is throughout the world. Nigerian schools are no different from others worldwide in terms of striving for performance in order to be globally competitive. The Nigeria situation, however, is incredibly complex as many organizations are caught in the middle of a web of authoritarian hierarchies and traditional leadership approaches, as well as bureaucratic hierarchies mixed with modern approaches to leadership (Ajibade, 2000).

The role of school leadership in relation to pupils academic performance is a topic that has been subjected to close investigation. In this case, quality leadership styles performed by a head teacher are considered as the most important tools for achieving and determining the excellence and success of a school performance, especially pertaining to pupils’ performance in curricular and co-curricular activities. Best services and good strategic management performed by the highest authority in hierarchical level of school administration especially the head teacher will directly lead pupils into the right path of academic and nonacademic excellence.

Nowadays, the role of school leadershipis to emphasize the role of a transformational and instructional leader. This is because effectiveness is ultimately determined by the impact of the head teacher on pupil learning. Most of the research findings in the literature strongly imply that the head teacher is the most important person in providing leadership for improved instruction and better curricula (Akerele, 2007).

In order to enhance high-academic excellence in educational performance, it is important to deal with effective leadership styles performed by school authorities, as they indeed play the most important role for determining pupils’ excellence in academic.

An effective leadership programme can be of an immense assistance to help build leadership qualities among individuals within the organization. The relationship between leadership and performance was indirect as well as direct which proves the importance of developing leaders through leadership development programmes (Akinwumiju & Olaniyan, 2006).

Organizations heavily invest in Human Resource Development interventions to update the skill of the workers in order to attain job performance, job satisfaction and job involvement. These skills can be impacted by providing necessary technical/non-technical training and coaching (Akinyemi, 2003).  . Currently, leadership is widely recognized and verified through research. Leadership development can be imparted through experiential learning’ vicarious learning and transformational learning and it is imparted as leaders can influence the people and motivate them.

Leadership style development is becoming an increasingly critical and strategic imperative for organizations in the current business environment. Some developmental assignments can be carried out concurrently with regular job responsibilities, whereas others require taking a temporary leave from one’s regular job (Yukl, 2011).

At current jobs, some may be used to develop new projects or begin new projects serving as department representative on a cross functional teams. Training sessions play an important role to improve the performance of organizational managers regarding communication skills, listening skills, motivate others, support others, and share information (Bidwell, 2001).

Statement of the Problem

Much of the current literature studying school leadership posits that leadership has a minimal direct impact on pupil achievement. Kruger, Witziers and Sleegers (2007), postulated that leadership is no longer proposed as having a direct influence on academic outcomes, but indirectly influences instructional organization and culture. It is important to research the extent to which school leaders and leadership styles impact pupil success. The literature review will integrate current data on the direct effects of school leadership on pupil success and some indirect effects school leaders might have on pupil achievement.

School leadership style weakness is not a new issue in school leadership research. Fullan (2001) exposed that there are weaknesses in the school leadership. There are head teachers who are not able to administer the school well resulting in the school not being able to function effectively. One of the major weaknesses is the bureaucratic leadership style of the head teacher which makes them vague about the role they have to play as leaders who have to generate the teacher’s commitment towards school.

In many occasions, teachers’ attributed the delay in the payment of salaries and allowances to their head teachers. The argument is that head teachers might not have been submitting their vouchers to government for processing in good time. Some of them perhaps, felt that the leadership style of many head teachers was at stake (Bolarinwa, 2002). Many of them seem to feel that head teachers were not carrying them along in the submission of vouchers to government for the payment of their salaries and allowances. Thus, many teachers felt that the styles of leadership of their head teachers was questionable and had much to be desired.

Similarly, Evan (2008) express concern as there are still many school head teachers who administer their schools based on the classic management model. They practice the autocratic leadership style with formal procedures, neglecting the teachers’ psychological needs, suppressing the teachers’ creativity, overly emphasing on academic achievement and putting aside their roles as leaders who have to generate quality human capital for the purpose of education development.

Some of the setbacks that prevent leadership influence on pupil performance are that:  In the first place, some leaders do not appreciate the fact that workers have to be motivated to ensure they do what they have to do so that the goals and objectives of the organization are achieved. Because of the prevailing situation in Nigeria where supply of labour is greater than its demand, some employers do not believe much in effective motivation of workers to produce high performance. They uphold the view that even if workers are not properly motivated they cannot leave the job since there is no job in the labour market (Goldring &Sharon, 2003).

Furthermore, lack of training has been associated with poor performance of both teachers and head teachers with regards to such intrinsic factors like welfare, and cumbersome techniques of management technique, since workers that are not trained, or up-dated faces the risk of stress, being burnt-out or been lackadaisical in their job.

Purpose of the Study

The purpose of the study is to examine Roles Of Head Teacher In Administration Of Nursery School In Hong Local Government In Adamawa  State. The objectives of the study are stated below:

  1. To examine the effect of school leadership style of on pupils’ academic performance.
  2. To examine the relationship between decision making process of head teacher and the pupils’ academic performance.

iii.      To examine the relationship between school democratic leadership style and pupils academic performance.

  1. To examine the relationship between pupils academic performance and the head teachers performance.

 

Research Questions

Based on the purpose of the study, the following questions are raised to provide a guide and solution to the research problems:

  1. What effect does school leadership style have on pupils’ academic performance?
  2. How effective is the relationship between decisions making process of head teacher and the pupils’ academic performance?

iii.      Does any relationship exist between democratic leadership style and pupils welfare?

  1. What relationship exists between pupils academic performance and the head teachers’ performance?

Research Hypotheses

In carrying out this research work, these hypotheses will be tested in the study.

  1. Ho1: School leadership style of head teachers does not influence pupils’ academic performance in the school.

 

  1. Ho2: There is no significant relationship between school democratic leadership style and pupils’ academic performance.

Significance of the Study

The outcome of the study would aid leadership in formulating feasible policies that would be in the best interest of the schools.

At the corporate level, it is expected that the study would become an eye-opener and immensely add to the knowledge of leaders. The assessing of workers performance does not only enhances the methodology or efficiency of the organization, but also project the good image of the organization before the masses.

The finding of this study would also help to identify the problems within the teacher training policy and help to curb general neurosis that lighten tension for an effective performance between school management and teachers.

And again the study would enlighten pupils about the relationship that co-exist between leaders and workers in an organization which will prepare them for a better work environment.

 

Scope of the Study

The work examines Roles Of Head Teacher In Administration Of Nursery School In Hong Local Government In Adamawa  State with a view to explore five selected Nursery Schools in Hong Local Government Area, Adamawa. The research study is limited to the selected Nursery Schools. The research seeks to explore variables such as head teacher leadership styles, responsibility, teachers performance etc.

Definition of Terms

School: School is any institution at which instruction is given in a particular discipline.

Pupil: Pupil is a person who is studying at a university or other place of higher education.

Academic Performance: this is the extent to which a pupil, teacher or institution has achieved their educational goals.

Head teacher: Head teacher is the most senior teacher, leader and manager of a school

Teacher: A teacher or schoolteacher is a person who provides education for pupils (children) and pupils (adults).

Education: This is the process of receiving or giving systematic instruction, especially at a school or university i.e “a new system of public education”.

Leader: This is the person who leads or commands a group, organization, or country.

Leadership: This is the act of leading a group of people or an organization.

Participative: This is a style of leadership in which the leader involves subordinates in goal setting, problem solving, team building ., but retains the final decision making authority.

Transactional: The transactional leader is the act of given power to perform certain tasks and reward or punish for the team’s performance.

INTRODUCTION

1.1    Background to the Study

A preschool, also known as nursery school, pre-primary school, or play school, is an educational establishment or learning space offering early childhood education to children before they begin compulsory education at primary school. It may be publicly or privately operated, and may be subsidized from public funds.

The head teacher being the head of the school is responsible for determine the organization of the school and ensuring budget ongoing maintenance of the school building, administering the schools, budget admitting and placing students, ensuring that report cards are send to parents.

The school head teacher being the chief Executives of the school has the responsibility of attending meetings, acting as a resource person at those meetings, considering recommendations and reporting back on actions taken (or delegating those responsibilities to the vice Head teacher, developing a safe school environment with the help of parents and the community).

Leadership in any organization implies the action and interaction with persons and things with a view to attain a specific objective. It is the ability to plan, control, direct and co ordinate the activities of school involving both human and material resources for the achievement of school goals (Aderounmu, 1986). It is a process through which persons or groups intentionally influence others in the attainment of group goals. Leadership is defined as the act or process of influencing people so that they will strive willingly toward the achievement of objective. It is the functional behaviors of a leader in relation with subordinates, to facilitate the accomplishment of group goals. In this regard, leadership is the ability to get thing done with the assistance and cooperation of other people within the institution. Effective leadership most be provided. If the objectives of secondary education are to be achieved, for as observed by Garland and O‟Reilly (1976:9), most theorists agree that organizations behave when leaders act.

1.2         Statement of the Problem

The head teachers role in nursery schools in educational zones of Malumfashi and Funtua in Adamawa State, cover many different areas which include planning, interpersonal relationship, record administration, school community relationship, maintenance of school facilities, internal supervisions, communication, discipline that is process of achieving objectives stated ahead time, determining what is to be done in the school system; a number of decisions relating to the clarification of school objective should be considered to help in the realization of the goals.

The focus of this research is to provide a solution to the problems of internal supervisory roles of the head teachers that is meant to ensure the attainment of the educational objectives which has largely been ignored. The negligence of these supervisory roles such as checking class visitation, attendance of teachers, lesson plans, lesson note and many others may be one of the fundamental reasons for poor performance of students and teachers in our nursery schools.

Lack of proper maintenance of school facilities by the nursery schools in Malumfashi and Hong Local Governments in Adamawa state has led to shortages in teaching and learning. In view of this Lessa (1999) stated that poor maintenance cultural has been the bone of Nigerian academic woes. Consequently, he affirms that shortages within a school system can be overcome by efficient maintenance practices such as preventive maintenance which consists of routine checks and regular servicing of equipment.

Indisciplinary acts in nursery schools have persisted over the years. Indiscipline is seen as a violation of school rules and regulation which is capable of obstructing the smooth and orderly functioning of the schools system and should be consequently avoided through perfect orientation of students and imposition of positive sanction in case of obvious violation of the order. It is observed that some head teachers appear to have failed their manageable roles or responsibilities towards their students. One of the objectives of education as spelt out in National Policy on Education (2013) is to inculcate right type of value and attitude for the survival of the individual and Nigerian society.

Also in some nursery schools in the zones there are wide gaps in school – community relation that need to be ridged in Nigerian educational system as a whole. The community sees school’s properties as public properties, therefore, have little or no interest on them. Records are poorly kept and managed, accurate, reliable and trustworthy, records that fulfil evidential requirements are being created but not properly managed by the school head teachers. From observation, it became obvious that accurate, reliable and reliable and trustworthy records are not properly kept, while some and not kept at all. For instance, many public nursery schools do not have copies of educational law and national policy on education in their schools. It was in view of this that Eden (2010) stated that record should be seen as a tool for attainment of school objectives and as a reutilized ritual with no useful purpose in view. Also shortage of trained personnel, finds, material resources could possibly have serious can notations on administration of nursery school record by head teachers in nursery schools in the Hong Local Government of Adamawa State.

There are many roles that are need to be manage by the head teachers but they have been ignored such as interpersonal relationship, communication and several others are not being properly handled by the head teachers. Consequently, the effeteness and efficiency of the schools system in achieving educational goals are affected. In view of this Knapp (2009) stated that without effective leadership, most of the goals of educational improvement will be very difficult to achieve.

This research intends to find out the assessment of head teachers role in the administration of nursery schools in Hong Local Government in Adamawa state, Nigeria. The research will targeted at providing solutions to the outline problems stated above.

1.3.        Objectives of the Study

The Study was set to:

  1. examine the head teachers’ role in the administration of internal supervision in nursery schools in Hong Local Government in Adamawa State, Nigeria;
  2. determine the head teachers’ role in the maintenance of facilities in nursery schools in Hong Local Government in Adamawa state, Nigeria;
  3. assess the head teachers’ role in the administration of interpersonal relationship in nursery schools in Hong Local Government in Adamawa State, Nigeria;
  4. ascertain the head teachers’ role in the maintenance of discipline in nursery schools in Hong Local Government in Adamawa State, Nigeria;

1.4         Research Questions

The following research questions will help to identify the head teachers role in the administration of nursery schools in Hong Local Government in Adamawa state.

  1. What is the head teachers’ role in the administration of internal supervision in nursery schools in Adamawa state?
  2. what is the head teachers’ role in maintenance of school facilities in nursery schools in Adamawa state?
  3. what is the head teachers’ role in managing interpersonal relationship in nursery schools in Adamawa state?
  4. What is the head teachers’ role in maintenance of discipline in nursery schools in Adamawa state?

1.5         Research Hypotheses

The following hypotheses were formulated

Ho1. There is no significant difference in the opinions of Head teachers, Teachers, Ministry of Education Officials (MOE) and Parents-Teachers Association (PTA) (stakeholders) on Head teachers’ role in the administration of internal supervision in nursery schools in Hong Local Government in Adamawa state, Nigeria.

Ho2. There is no significant difference in the opinions of stakeholders on head teachers role in the maintenance of school facilities in nursery schools in Hong Local Government in Adamawa state, Nigeria.

Ho3. There is no significant difference in the opinions of stakeholders on head teachers’ role in the administration of interpersonal relationship in nursery schools in Hong Local Government in Adamawa State, Nigeria.

Ho4. There is no significant difference in the opinions of stakeholders on Head teachers’ role in the maintenance of discipline in nursery schools in Hong Local Government in Adamawa State, Nigeria

1.6         Significance of the Study

It will enable the head teachers to live up to their responsibilities in terms of school based supervision; it will also be a great importance to the parents and the stakeholder. It will help the government in providing a suitable way of maintaining the school facilities. It will help the head teachers to develop good strategies for developing a good interpersonal relationship between him, the teachers and the students. Finally at the end of the study the government will able to provide adequate fund, so that there will be availability of resources in other to enhance teaching and learning.

1.7         Scope of the Study

This research focuses on the Head teachers Role in the Administration of Nursery schools in Hong Local Government in Adamawa State. The study was limited to nursery schools in Hong LGA in Adamawa State.
